World Net Daily wrote this excellent piece on Obama’s signing of HR 1388 and it’s impact on expanding federally run civil service organizations such as Americorp. The original language of the bill discussed the possibility of a mandatory civil service program, but has been removed by amendment from the final bill. However, HR 1444 includes this section:

Whether a workable, fair, and reasonable mandatory service requirement for all able young people could be developed, and how such a requirement could be implemented in a manner that would strengthen the social fabric of the Nation and overcome civic challenges by bringing together people from diverse economic, ethnic, and educational backgrounds.

I believe civil service is wonderful. Great character traits can be developed when we serve meals for homeless shelters, clean up parks and roadsides, or any other altruistic endeavor. But simply, it should not be a function of government at the Federal level to manage, regulate, or, God forbid, mandate community service. Civil service cannot be fair or reasonable to someone compelled to perform it. I can imagine headlines already: “A man charged with dodging his community service requirement has been sentenced to community service.”
